The crisis that occurred during the Clinton Administration erupted between the Hutu’s and the Tutsis resulting in 800,000 – 1 million deaths, 250-500,000 thousand rapes and created 2 million refugees for aid agencies to protect. Cholera and dysentery killed many in refugee camps.
